የዲጂታል ክፍያ አዋጅ ለመጀመሪያ ጊዜ በመዘጋጀት ላይ ሲሆን አዋጁ ሲጠናቀቅ የውጭ ባለሀብቶች የሞባይል ገንዘብ አገልግሎት እንዲሰጡ ያስችላቸዋል።

የውጭ የሞባይል ገንዘብ ኦፕሬተሮች ወይም የዲጂታል ፋይናንሺያል አገልግሎት ሰጪዎች የባንክ አዋጁ ማሻሻያ ከመደረጉ በፊትም ቢሆን በኢትዮጵያ እንዲሰሩ ይፈቀድላቸዋል ተብሏል።

የብሔራዊ ባንክ ገዥ ይናገር ደሴ /ዶር / የባንክ አዋጁን ማሻሻል እና የሞባይል ገንዘብ ኦፕሬተሮችን መፍቀድ የተለያዩ መሆናቸውን ገለፀው የውጭ የሞባይል ገንዘብ ኦፕሬተሮች ሀገር ውስጥ እንዲሠሩ የሚፈቅደው ህግ ለብቻ አንደሚሠራ ጠቁመዋል።

አሁን በሥራ ላይ ባለው የባንክ አዋጅ መሠረት የዲጂታል ፋይናንሺያል አገልግሎት ተቋማት ማለትም ክፍያ፣ ሬሚታንስ እና ኢንሹራንስን በዲጂታል አገልግሎት የሚያቀርቡ ድርጅቶችን የውጭ ባለሀብቶች ሙሉ በሙሉ ወይም በከፊል መያዝ አይችሉም።

ባለፈው አመት የቴሌኮም ጨረታ አሸንፎ የገባው ሳፋሪኮም ኢትዮጵያ በኬንያ በሰፊው አገልግሎት የሚሰጠውን ኤም-ፔሳን ወደ ኢትዮጵያ ለማምጣት ዝግጅት ላይ መሆኑን ሲገልፅ ቆይቷል። አየተዘጋጀ ያለው ህግ ሲፀድቅ ኤም-ፔሳን ጨምሮ ሌሎች የውጭ ሀገር የፊንቴክ ኩባንያዎች እንዲሰሩ ይፈቀድላቸዋል ብለዋል ገዢው።

በተጨማሪም መንግስት የባንክ ኢንዱስትሪውን ለውጭ ውድድር ለመክፈት ዝግጅት ላይ መሆኑ ሚታወስ ነው። ለዚህም ይረዳ ዘንድ የፋይናንሻል ህጉን ለማሻሻል ኮሚቴ አዋቅሮ እየሠራ እንደሚገኝ ገዢው ገልጸዋል።

Ethiopia: TeleBirr to Launch Micro Credit and Saving Services

Ethio telecom’s Telebirr received a go ahead from the National Bank of Ethiopia to launch micro credit and saving services.

The Governor of the National Bank, Yinager Dessie (PhD), stated that the provision of these services through Telebirr would financially benefit a large number of Ethiopians. The National Bank’s decision was also given as part of the ongoing reforms to strengthen the Ethiopian digital economy.

Upcoming proclamation to unlock foreign digital finance

Foreign mobile money operators or digital financial service givers will be allowed to operate in Ethiopia even before the revising of banking proclamation is done as digital payment proclamation is under preparation for the first time.

The Digital Payment Proclamation bill will allow foreign investors to offer mobile money services, boosting firms such as Safaricom- Ethiopia that are seeking to start operations in the country this year.

“Revising the banking proclamation and allowing mobile money operators is different,” said Yinager Dessie, governor of the National Bank.

A he explained the mobile money operators will be liaising with the local banks, as opposed to working independently, which is different from bring in foreign banks.

Pandemic increased poverty in Africa

The disruptions caused by the COVID-19 pandemic pushed an estimated 55 million Africans into extreme poverty in 2020 and reversed more than two decades of progress in poverty reduction on the continent.

This is according to the Economic Report on Africa 2021(ERA2021) launched on the margins of the Economic Commission for Africa’s annual Conference of Ministers of Finance, Economic Planning and Development (CoM2022) in Dakar, Senegal.

Titled: “Addressing Poverty and Vulnerability in Africa during the COVID-19 Pandemic”, the report shows that the pandemic has caused job losses, reduced income and further limited the ability of households to manage risks. An estimated 12.6 per cent more people are likely to be pushed into poverty in one year alone more than the combined total of the additional poor since 1999.

Focus on specialty coffee export reaps big

The Ethiopian Coffee and Tea Authority (ECTA) discloses that it will carry on its focus on the export of specialty coffee beans so as to accelerate the success on export earnings.

Adugna Debele, head of ECTA and scientist on the coffee production, said that the success that has been registered on the coffee export earnings was mainly due to the reform work done on the market linkage and focus for the export of high earnings specialty coffee despite additional internal and external factors.

Coffee export earnings have registered consecutive record earnings. Even though the 2021/22 budget year is yet to come to a close, the coffee export earnings have surpassed last year’s performance, which was also a record for the sector.

Franco-valuta privileges spurs scrutiny

Experts in the financial sector claim the opening up of franco-valuta has reduce remittance whilst inflating the parallel market; while the National Bank of Ethiopia (NBE) dismisses the claim on grounds that it is baseless.

Quite recently, the Ministry of Finance (MoF) had revised and eased the franco-valuta direction for the import of basic consumer goods, wheat, rice, sugar, edible oils, and instant baby milk.

It can be recalled that from the first direction introduced about a year ago, the government allowed interested importers who have foreign currency abroad to import basic goods at a minimum threshold of USD 250,000 in addition to a verification of the source of foreign currency with NBE.

However, on its latest amendment issued on April 8, MoF opened the amount and the source verification.

Cross border collaboration to advance human development
